If you have Bought the Domain name Already then Click on Setting Instruction on above shown Pic on your Blogger–>Dashboard–>Settings–>Basics.

Read the Instructions Carefully (Generally you just have to add a CNAME record in DNS management of your Domain name for that you have to login to your domain name provider site and then check there on your account settings for the domain)
